hive-side: Continue work related to storing binary serialized operations in the HAF database:

• Implemented get_account_from_accounts_operations to use in the haf plugin
• Moved hive options into a separate file: cmake/hive_options.cmake to allow sharing them between projects independently from the cmake scope
