User badges tweaks for mobile view and relocate the hivebuzz level badge

• relocate the Hivebuzz level badge to the right of reputation
• the badge tabs have dynamic width so they are not in-your-face even when there are not many badges
• tweak mobile css

@dan since you already merged my previous MR, can you also merge this one before deploying as it contains some fixes.

Also, if you are overriding SDC_HELMET_CONNECTSRC in docker-compose or ENV variables, please add the following into staging and production configs, this will allow the badges images to show up or they will be blocked due to being on a different domain.
