Eliminated not needed (actually having no own logic) functions: `cpp_calculate_account_hp`, `cpp_calculate_witness_votes_hp` actually redirecting evaluation directly to `cpp_vests_to_hp` (what can be easy done at TS/Python side)

Fixed bug in IWaxBaseInterface.calculateWitnessVotesHp leading to wrong calculation of witness votes HP value

scanForMatchingPrivateKeys uses waxStdException throwing scheme to throw actual custom exception only when it is needed

Naive JSON serialization replaced with dedicated calls to JSON_stringify_operation or JSON_stringify_transaction

Defined helper creation method: createTransactionWithChainReferenceData useful to pass optional chain head block time.
