Community Owner Can't Be Removed

Disallows modifying role of community owner. The hive-1xxxxx is linked to the community and shouldn't be able to be removed anyways.

Would be one way to solve #171 (closed).

Probably regression tests are incomplete - if I good understand there is no testcase to show blocked case.

Do we really need tests for this simple change? Somehow communities without owners break everything.
