Fixes extracted from !520 - upscaled votes cast before HF1, deleting votes cast on deleted posts, superfluous element of one index and typos in function/variable names.

Note that it was not possible to also introduce fix that uses intention (vote_percent) instead of effect (rshares) to calculate net_votes. It can only work correctly when we limit calculation to effective votes and not change it after payout.
