Draft: Redesign of live hived monitoring

• remove statsd
• replace statsd timers with notification-based timers
• add filters for notifications (by default nothing is filtered)
• build python-based web-app for live monitoing on-demand hived
  • collects data from hived notification system
  • hosts partialy processed or raw data
  • serves as entry for prometheus (?)
