Set fixed versions of libraries for tox enviroment

Krzysztof Mochocki requested to merge kmochocki/tox_versions into develop

Now versions of packages in tox.ini file are constant + fixed header typo:

content-type: application/json

to proper:

Content-Type: application/json

Fixed error formatting of pattern tests, so it's more readable.
