Update docker images to ubuntu 24.04

Related to docker image upgrade in hive: hive!1523 (merged)

As a side effect, this also bumps the PostgreSQL version to 17.4. There is a separate MR for upgrading PostgreSQL without upgrading Ubuntu here: !631 (closed) . If this is merged, 631 should be discarded.
