Move isTosAccepted from server side to client side

With the use of services such as Keychain or HiveAuth, the API call https://hive.blog/api/v1/isTosAccepted has been returning 500 for a while now and we won't show the Terms of Services to new users if they are using those services to sign in.

Check if it's possible to move the check to client side instead of server side.
