Known accounts list - the account should be added to the list after broadcasting

Now:
TUI - an account is added to the Known accounts list after adding to the cart.
CLI - doesn't work.
Transaction loaded from file - doesn't work.

Should be:
No matter where the transaction comes from, the account name should be added to the Known account list after broadcasting.
