We're forcing to use `create` method, because after adding a check
for existing profile in `ProfileNameValidator`, we need to skip
validation when creating Profile instance in some cases - when we load a
profile from disk.

Create settings package for settings and safe_settings, move constants stored in previous config.py to constants/env.py

This allows us to have our own interface different from
settings.toml one.
Allows us to do some validation on retireved values when
via settings.get it was unsafe.
Also now its possible to have some default fallback values in one place.

Remove time offset in embedded_testnet
as we don't have faketime available in the embedded_testnet image yet.
