Remove redundant explicit grants from R__999_postgrest.sql

The wildcard grant `GRANT EXECUTE ON ALL FUNCTIONS IN SCHEMA api_v1`
already covers all functions in api_v1, making the explicit grants for
individual follow list functions and user AI prompt functions redundant.
