Switch Dockerfiles to use GitLab registry cached base images

Use locally-cached base images instead of pulling from Docker Hub
to avoid rate limiting:
- paradedb:v0.15.26-pg17
- flyway:11.10.0-alpine
- python:3.13-slim
- node:24-alpine

All these images already exist in the GitLab container registry.
