Initial commit: Docker Compose stack for ratings system

Extract compose file and supporting files from predicate-testing monorepo:
- compose.yml with updated registry paths for split repos
- caddy/ reverse proxy (Dockerfile, Caddyfile, snippets)
- pgadmin/ database admin config (servers.json, pgpass)
- .env.example environment template
- README.md with setup instructions
