Non mainnet chains use head block time as reference time to calculate relative expiration time

To simplify non-full mirrornet deployments (i.e. resumed near to 5M blocks, so few years ago - what requires to start a hived/haf node using faketime), wax uses given chain head block time to calculate transaction expiration times.
