Defined scripts to build base WAX-Python ci-base-image, holding preconfigured boost having enabled PIC for static libraries

Review: remove poetry-dynamic-versioning[plugin] from .gitlab-ci, because its already inside used docker image.

Remove usage of poetry-grpc-plugin, and use target modules instead. This plugin is supported to version <1.6 and we start to use poetry >= 1.6 on runners.

Beekeeper NPM references updated to latest develop: 1.27.5-rc0-stable.610e7072c (matching hived submodule)

Package updates to match new development image and eliminate problems with continuous PlayWright browsers reinstallation. Updated: PlayWright to 1.39, Typescript: 5.2.2 and others
