[JES] Failover stuff and lib update

Jason Salyers requested to merge jes2850-failover-update-libs into develop

[JES] Add option for user to specify preferred endpoint. Set options for auto failover when talking to the js lib. Update references to point to new JS lib. Added translations for my new field on the settings page, but someone should check those since I only speak English :(
