Extends the version reporting further. Witnesses now vote on a hard fork... 

Extends the version reporting further. Witnesses now vote on a hard fork version and time which is used to create a consensus for when a hard fork should take place. Witnesses on old nodes have knowledge of the hard fork and will stop producing after this time. #54
