Add poetry-lock hook

The poetry-lock hook calls the poetry lock command
to make sure the lock file is up-to-date when committing changes.

All dependencies specified in pyproject.toml will be checked
agains the poetry.lock file and commiter won't have to
remember to run poetry lock when adding new dependencies.
