Initial version of reputation_tracker application

Initial version of reputation_tracker application. Based on Hivemind implementation (and algorithm), but improved to eliminate differences in reputation calculations (which appeared in Hivemind solution in compare to Hived version). For 5M block sync, all accounts have reputation matching to Hived version. On head-block instance, blocktrades, gtg, arcange and steempeak accounts have been verified and have matching reputations.
