Update HAF submodule and CI configuration to latest versions 

- Update HAF submodule to latest develop (1ac5d12439b9cca33e6db383adc59967cae75fc4)
- Update CI_COMMON_JOB_VERSION to latest (3dd3463f9f84c37f66d49025ad0f6b26c9e63e06)
- Update HAF_COMMIT variable and include ref to match submodule
- Remove unused CACHE_HANDLING=haf env var (cache-manager handles HAF type automatically)
