Fix CI issues: api_client_generator version and recursive submodule 

- Use api_client_generator 1.7.1.dev1 (version without .dirty suffix)
- Add GIT_SUBMODULE_STRATEGY: recursive for prepare_haf_image job
- Add safe.directory for nested hive submodule
