Use cache-manager from common-ci-configuration instead of local path

- Fetch cache-manager.sh via curl from common-ci-configuration/develop
- Apply to sync job (both HAF cache fetch and sync cache push)
- Apply to test template cache extraction
- Remove redundant manual tar extraction after cache-manager put
- Simplify by removing local path checks that no longer apply
