Remove CACHE_HANDLING=haf from reptracker_sync operations

The HAF-specific handling (chmod -R a+rX on pgdata) causes cache-manager
to hang when applied to reptracker_sync caches. Use default handling
instead - the cache-manager will still work correctly for tar creation
and extraction without the HAF-specific permission adjustments.
