Update HAF submodule to develop (61042b2aa)

Switches from deleted feature/nfs-cache-manager branch to develop after
MR !722 was squash-merged. The squash commit contains all cache-manager
fixes including:
- Disabled tablespace symlink conversion
- Added haf_pipeline to permission/exclusion handlers
- NFS and local cache directories chmod 777
- All NFS interactions via cache-manager

Updates all 3 references: submodule, HAF_COMMIT, and include ref.
