Add QUICK_TEST mode and auto-skip for docs-only changes

- Add detect_changes job to analyze what files changed
- QUICK_TEST=true with QUICK_TEST_HAF_COMMIT allows using specific cached data
- Auto-skip prepare_haf_image and prepare_haf_data when only docs/tests change
- sync job uses optional dependencies to run even when builds are skipped
