two parallel jobs in CI

sql extension do not have to wait for compile of c++ projects and
unit test of c++ projects are much more faster than hive_fork functional
test so it may be faster to test these two things without waiting to
build evrything.

The time was 2m15s for one job and for two jobs is 1m25s
