Increase size of image proxying by 5 mb

good-karma requested to merge size-incr into master

increasing proxying images to 15MB, many photos these days are bit larger even phone pictures, this is not big but small increase which would be in pair with images.ecency.com as well. Also note that since imageproxy already processes/converts images into smaller size, this should just affect accepting image download size on imagehoster side.
