during post edition delete only already added and going to remove tags id

Marcin requested to merge mi_remove_tagsid_smarter into develop

There is no need to include it in pending release 1.27.5, I made this change because of a remark in already merged MR:!677 (comment 157953). I wanted to leverage the freshness of my awareness about this part of the code. This does not solve any bug, it is only a small improvement and can be merged after the release.
