Ci tavern prerequisites

Bartek Wrona requested to merge ci_tavern_prerequisites into develop
  1. Enabled tests based on tavern framework.
  2. CI pipeline is spawned automatically when MR is created, but allows manual execution of sync, server startup and tests after regular pushes to make possible manual API testing (without need to another not needed sync)
