We should not have our internal VotesPresentation parameter exposed to the official API. In other words current find_votes/list_votes should become find_votes_impl/list_votes_impl and official API versions should refer to them with DatabaseApi as last parameter.

Since it consists of two distinct queries, new list_votes SQL function should be split into two separate (with common result type that needs to be defined), similar how list_comments_by_??? are defined.
