New API to handle decentralized badges

Truly decentralized badges, see: denser#181
Of course figuring out on a client side what badge-?????? accounts are following bob AND are NOT muted by bob could be a time consuming task if bob has 10k followers.
On the other hand, returning list of badges that bob has is a trivial task for server side hivemind.
