Truly Decentralized Badges (feature request)

Idea of badges was presented by peakd: https://hive.blog/hive-198327/@peak.answers/how-to-create-a-badge-on-peakd-com

But those are not truly decentralized, as it requires people to get permission for a badge to be "listed".
What we want is a simple decentralized algorithm:

• if user is followed by an account matching name badge-??????, where ? are digits (I believe it's currently exactly six digits)
• AND user doesn't have such a badge account muted
  then display the badge on user profile
