[ABW]: [Fix] missing filtering for deleted posts lead to limit not being reached in some cases

[Fix] couple direct queries also supplemented with filter on deleted posts and some previously marked places changed to use sum of payout and pending_payout instead of just payout
[Fix] get_ranked_posts with payout/payout_comments now properly use tag value as cathegory (renamed params and functions, functions corrected)
head_block_time() used where applicable
