Handle missing superuser privileges for WAL safety optimization

ALTER SYSTEM requires superuser privileges. The hivemind code now
gracefully skips the optimization with a warning if permissions are
lacking.

For CI, fsync/full_page_writes are set via psql using the admin URL
before hivemind starts, ensuring the optimization is always applied.
