refresh notify cache correctly

it is too slow to be used during live sync (from 15ms to 2.5s depends on
block content)

unresolved problems:
unsubscripe, delete comment, change follow status are not correctly
supported, for example when an account followed and then unfollowed
notification about first operation will stay in cache, but it is not
available in notifications view
