Add ignore_tags for error timestamps in negative tests

- Updated all condenser_api_negative test files to ignore timestamp field
- Prevents flaky test failures due to changing timestamps
- Pattern files now contain actual timestamps from test runs
- Uses '<error timestamp>' predefined ignore pattern
