Add hived tag to shared_tags for proper build concurrency

The hived tag routes to runners with limit=1 to prevent OOM issues
during memory-intensive hived builds.

This affects all jobs using the shared_tags anchor:
- prepare_base_images
- prepare_haf_image
- prepare_hivemind_image
- publish job
