Refactor CI to use common-ci-configuration templates

- Keep include refs on feature/haf-app-testing-templates (develop not ready)
- Extract submodule init logic to scripts/ci/init-submodules.sh
- Consolidate 18 smoketest anchors into single loop-based anchor

Note: default hooks !reference doesn't work at GitLab level, kept inline.

Reduces .gitlab-ci.yml from 1506 to 1299 lines (-14%, 207 lines removed)
