Add data-cache-storage tag back to cache jobs

Jobs now require both tags:
- data-cache-storage: ensures runner has cache filesystem configured
- hive-builder-5: ensures all jobs run on the same machine

To test on other runners, change hive-builder-5 to another runner tag
(e.g., hive-builder-9) that also has data-cache-storage.
