Tags redefinion for some CI jobs being tied to specific runner

Bartek Wrona requested to merge bw_ci_jobs_retagging into develop

Some group of jobs must be always executed on same runner. Earlier it was pointed exactly to hive-builder-4, now we are changing it to allow some flexibility during hardware resources maintenance (the new tag is: data-cache-storage)
