Set of tests for proposal vote status

This MR contain tests for method list_proposal_votes from condenser, database, wallet_bridge APIs.

  • add test for correct removal of proposal votes (based on block_log with 20_000 proposal votes),
  • add test for filtering proposal votes by status [all, active, inactive, expired, votable].
