Draft: Move some tests

Radosław Masłowski requested to merge rm-move-tavern-pattern-tests-and-mainnet-pattern-tests into develop

This MR waiting for changes in running tavern tests.

  1. Move tavern pattern tests to subdirectory of directory 'patttern_tests' - tavern_pattern_tests
  2. Move mainnet pattern tests to subdirectory of directory 'patttern_tests' - python_pattern_tests
  3. Move functions to dump and read json transactions to new local_tools in subdirectory
