Increase delay during subsequent test repetitions (test_if_transaction_ids_order_corresponds_to_transactions_order)

During the congestion of CI, too fast test repetitions do not seem to result in the expected result. Time between repetitions has been increased to 30 seconds. The change refers to test_if_transaction_ids_order_corresponds_to_transactions_order.
