Update test tools

Required MR in test-tools: test-tools!75 (merged)

Dependency management and packaging changes have been made in the tests-tools repository.

Now test-tools are using Poetry as the build-backend and local-tools needed in test-tools tests are now treated as a package. This local dependency was specified in the test-tools dev-dependencies, but here in the hive repository we only need this dependency installed once in the test_tools_tests job. For this purpose, local-tools installation appears as a necessary minimum in the mentioned test.
