Final name of hive.fund set for new treasury account.

I've separated code that locked old steem.dao account during one of hardforks - it is now reused for new one. The lock clears authorizations, sets self-recovery and clears any potential pending requests to recover account or to change recovery account.

New treasury account is now named hive.fund.
