Second version of the NOTIFYALERT fix

Andrzej Lisak requested to merge abw_notifyalert_fix_v2 into develop

hardfork_hive_operation was supplemented with list of delegatee accounts that lost their delegations on HF23.

The fix is a draft because it still needs to be verified with replay on AH enabled node. While the fix didn't introduce any new vops, AH will produce over million new records at the HF23 block.

It is the cheaper version of the actual fix described in #220 (closed)
