Added wget to runtime image and created blockchain directory

Modifications:

  • added omitted wget command to runtime image

  • added a command in the main Dockerfile that creates a blockchain directory(used later in the containerized version of hived).

You will need to rebuild the runtime image and place it in the container registry.
