Change for HF26 - HBD limits changed from 9%/10%/10% to 20%/20%/30%

The values as well as the change as a whole is still subject to debate.

Aside from changes to the limits (code, especially around hard limit and tests, was made a bit more flexible to allow different limit values) last commit also adds extra logging to gather data for further discussion.
