fix a hole in account recovery subsidy that allowed clever user to circumvent cost of setting up multisig owner authority

User could recover account with new multisig authority for free as long as only single key was enough to reach weight threshold (and one key for old authority).
Even if he actually needed different threshold, subsequent use of account update with proper authority would be cheap due to the new differential usage mechanism.
